"We have initiated a preliminary investigation against unknown persons on suspicion of theft," said a spokeswoman for the Hanover public prosecutor's office on Wednesday of the German press agency. The "Bild" newspaper had previously reported on the missing file.

Theft "as the most obvious variant"

Whether it was actually stolen or just misplaced was initially an open question. In the State Chancellery, however, according to dpa information, the theft is suspected to be “the most obvious variant”.
