There is no general evacuation requirement for municipalities. Only very dangerous and endangered parts of the road have to be cleared of snow and ice.

Drivers cannot generally count on cleared roads in winter. According to ADAC, cities and municipalities only have to clear particularly dangerous and endangered road areas from snow and ice. In urban areas there are also crossings at crossings as well as heavily frequented and marked pedestrian paths.

Homeowners need to keep paths clear of snow

In addition, the municipalities are not obliged to clear or litter sidewalks, either in or out of town. Rather, in most communities, homeowners must keep a four-foot-wide strip of snow free on sidewalks, usually from 7 a.m. to 9 p.m.

The same rules apply to urban cycle paths as to sidewalks - only heavily frequented stretches need to be cleared. There is no compulsory evacuation outside of town. If the cycle path is unusable, cyclists can ignore any obligation to use it and use the lane. (SP-X)
