If you lose your driving license in Germany, you could earlier get a new driving license abroad. It's not so easy today, but it is still possible. Therefore, the driving license tourism should be curbed.

It used to be very easy: Anyone caught with alcohol or drugs behind the wheel in Germany and lost their driver's license could travel to a neighboring country and obtain a new driver's license there. It's different today. "Fortunately, the EU has now eliminated the worst excesses of driving license tourism," says Kay Nehm. The president of the traffic court is still not satisfied.

One reason for this is the so-called 185-day period. Anyone who has lived in another EU country for six months after their driving license has been withdrawn in Germany can acquire their driving license there again - and thus drive in Germany without having to pass the prescribed test, which is known as the idiot test. Nehm has therefore put the topic of driving license tourism on the agenda of the Traffic Court Conference (VGT). The 53rd edition of the traffic experts meeting will officially open on Thursday in Goslar.

Idiot test abroad not compulsory

Not only Tehm sees the problem. The requirements for reacquiring a driving license are in any case very different in the various countries, criticizes the Automobile Club of Germany (AvD). In Germany, a medical-psychological examination is always due after an alcohol or drug-related driver's license has been withdrawn. In contrast, the idiot test is not mandatory abroad. For reasons of road safety, unsuitable drivers should not get a driver's license, the AvD demands.

The Auto Club Europa (ACE) also sees a need for action: the latest EU driving license directive will formally prevent the fraudulent use of a driving license in other EU countries, but this cannot always be legally implemented, complains ACE lawyer Sammy Urcun. It is still possible to get a driving license in other countries if you lose your driving license in Germany. "We finally need a European standard that applies everywhere." This serves traffic safety. The suitability requirements for the issue of a new driver's license in the EU states would have to be standardized.

Central driver's license register required

The AvD also requires a central electronic driver's license register for Europe so that only one driver's license can be issued for each citizen. This is the only way to effectively combat and curb driving license tourism. VGT President Nehm sees it similarly: "A register would certainly be sensible."

The German Lawyers' Association points out that German authorities must recognize a driver's license acquired in other EU countries, regardless of whether there are still conditions for a medical-psychological examination against the driver in Germany. Incidentally, says the traffic lawyer Andreas Krämer, it has not been proven that drivers with driving licenses from other EU member states drive worse than their colleagues with a German driving license.
