According to experts, the scrapping premium announced by the federal government for end-of-life vehicles encourages criminal abuse. For specialized counterfeiters from Eastern Europe, it is easy to tweak the papers of older cars and thus sneak out the payment of 2500 euros, said the NRW chairman of the Bund Deutscher Kriminalbeamten (BdK), Wilfried Albishausen, to the "Rheinische Post". He expects abuse in several hundred thousand cases.
Loophole in law
The starting point for the counterfeiters is likely to be the restriction of the premium to vehicle owners who have registered their car to be scrapped in their own name for at least one year. According to Albishausen, the documents required for proof are easy to manipulate, so in Germany, for example, printing blank vehicle registration documents is not a criminal offense.
But so-called “black sheep” could also be among the dealers themselves. After the sale, they could ship the old wagons to Eastern Europe or the Middle East instead of to the scrap press and also cut a piece of the cake. (AG / mid)
