The reform of the Flensburg point system for traffic offenders threatens to be stopped by the red-green-dominated Federal Council almost four months before the federal election. The transport committee of the regional chamber recommends calling the joint mediation committee of the Bundestag and Bundesrat, as reported by the Bild newspaper (Friday). The main reason is doubts about the future fitness to drive seminar. The Federal Council plenum is due to vote on the committee's recommendation on June 7th.
The Bundestag only passed the law last week. Federal Transport Minister Peter Ramsauer (CSU) wants to make the points system easier and fairer. Instead of the 1 to 7 point scale, there should be 1, 2 or 3 points depending on the severity of the offense. The driver's license is to be withdrawn at 8 instead of the previous 18 points.
Criticism from the transport committee at seminars
The Federal Council's Transport Committee reported criticism in particular of the new seminars, which should become mandatory from 6 points. The concept "is too imprecise and the effectiveness is doubtful," says the template. The seminar should therefore initially be tested as a model test. In addition, the costs should be limited. It is expected that 600 euros could be due for this in the future, while it is around 200 euros so far.
The transport policy spokesman for the SPD parliamentary group, Sören Bartol, supported the reservations of the Federal Council committee. “It cannot be that the rich Porsche driver pays for the seminar without problems and the common commuter cannot afford it,” he told the “Bild” newspaper.
Ramsauer had already changed his concept after criticism. Above all, at the insistence of the coalition partner FDP, there should be an opportunity to reduce points with voluntary seminar attendance - but only a maximum of 2 points within five years. In the final vote in the Bundestag in mid-May, the opposition also criticized the black and yellow government plans. However, she did not vote no, she abstained. (dpa)
