According to calculations commissioned by the federal government, the climate protection package of the black-red coalition is not enough to achieve Germany’s goals by 2030. With the 2030 climate protection program, greenhouse gas emissions are likely to fall in the next ten years - depending on the expert opinion - by 51 or 52 percent compared to 1990 levels.

Reduction targets are missed

Without the climate protection program that the Union and the SPD agreed on after months of negotiations in autumn, Germany would reduce its greenhouse gas emissions by only 41 percent by 2030 compared to 1990. Last year, according to initial calculations, around 35 percent were achieved - official Numbers are coming soon. The target for 2020 was actually 40 percent.

According to a report by “Spiegel”, the measures are not sufficient, especially in traffic and in buildings, i.e. heating. In terms of transport, there is therefore a gap of 30 to 33 million tons of CO2 equivalents per year. All greenhouse gases are converted into this unit.

The climate protection program includes, for example, the CO2 price, which should gradually make heating oil, petrol and natural gas more expensive from 2021, an exchange bonus for oil heating systems, lower taxes on train tickets since the beginning of the year and higher taxes on flight tickets from April. Some things are still open: The vehicle tax should be more based on fuel consumption and thus CO2 emissions, for which Finance Minister Olaf Scholz (SPD) should present a draft.

Achievement of the 2030 climate targets

The aim of the program was to achieve the climate targets for 2030 - but according to the reports it is not enough. Climate protection activists strongly criticized the compromises because, for example, the CO2 price was too low and because the commuter allowance was to rise in parallel. Germany is already tearing down binding EU guidelines for greenhouse gas emissions and will therefore soon have to buy pollution rights from other countries for a lot of money. It is also not entirely clear whether the 55 percent target for 2030 will remain. After all, the EU wants to raise its target. How exactly is now being negotiated.

With the Climate Protection Act, there have recently been new rules for saving greenhouse gases in Germany. From this year, there will be individual, prescribed CO2 budgets for areas such as industry, energy, agriculture and also transport. If these are not adhered to, the specialist minister must readjust - this could then affect Federal Transport Minister Andreas Scheuer (CSU). So it is quite possible that the debate about the speed limit will continue. Because a maximum speed of 130 on motorways would save almost two million tons of CO2, as the Federal Environment Agency has just calculated.

The engines have become more efficient since 1990, but there is more driving and flying. The bottom line is that almost nothing has happened in terms of greenhouse gas emissions in traffic over the past 30 years. The official figures for the emissions in 2019 should come in March. According to experts, significantly fewer greenhouse gases were generated in electricity production than expected, and the share of green electricity climbed to a new record. (dpa)
